Với việc Hy Lạp vẫn chưa thoát khỏi bất ổn, Tây Ban Nha đối mặt với chi phí vay nợ cao nguy hiểm, không ít người đang tự hỏi nếu đổ vỡ xảy ra tại châu Âu, quốc gia nào tại châu Á sẽ bị ảnh hưởng lớn nhất…

Cuộc bầu cử Hy Lạp đã kết thúc với tiếng thở phào của giới tài chính châu Âu bởi ít nhất nỗi lo đồng Euro tan rã đã tạm lắng. Nhưng không vì thế mà tình hình trở nên sáng sủa hơn. Trước mắt Hy Lạp còn phải đối diện với nhiều yêu cầu thắt lưng buộc bụng nữa từ nay đến tháng 9 nếu muốn được EU và IMF tiếp tục "giải cứu".

Và châu Á sẽ bị tác động ra sao?

Kinh nghiệm từ khủng hoảng tài chính thế giới 2008 cho thấy, mặc dù toàn châu Á sẽ bị ảnh hưởng khi kinh tế thế giới chao đảo, mức độ nghiêm trọng sẽ khác nhau tùy thuộc vào độ gắn kết về thương mại và tài chính của mỗi quốc gia với thế giới cũng như sự sẵn sàng về dự trữ ngoại hối, một công cụ giúp NHTW và chính phủ có thể tung ra các chương trình cắt giảm lãi suất.

Nhìn chung, các nước châu Á có nhiều dư địa hơn phương Tây trong việc thực hiện các chính sách kích thích chi tiêu chính phủ và hạ lãi suất. Dù vậy kể từ năm 2008 đến nay, đã có không ít thay đổi và một số nước, đáng chú ý là Ấn Độ, Việt Nam và Nhật Bản sẽ gặp nhiều khó khăn hơn khi đối diện bất ổn.

"Như đã từng thấy trong vụ ngân hàng Lehman, một khi hệ thống tài chính toàn cầu bị chao đảo, không ai có thể tránh khỏi tác động của nó", Richard Jerram, kinh tế trưởng của Bank of Singapore trả lời tờ Wall Street Journal.

Trong bối cảnh đó, một khi Hy Lạp không thể đáp ứng các cam kết và từ bỏ đồng Euro, hoặc EU không thể đáp ứng yêu cầu cứu trợ của Tây Ban Nha và Italia, các cổ phiếu và tiền tệ các nước châu Á sẽ trượt dốc, các tuyến đường biển sẽ thưa thớt tàu trở hàng trong khi các khoản vay cho cá nhân và doanh nghiệp bị hạn chế. "EU vẫn còn là thị trường xuất khẩu lớn của các nước trong khu vực và không thể dễ dàng thay thế, ít nhất là trong ngắn hạn", Sanjay Mathur, nhà kinh tế của ngân hàng Hoàng gia Scotland nói. Bên cạnh đó, các nền kinh tế dựa nhiều vào nguồn vốn từ các ngân hàng nước ngoài cùng vốn FDI cũng sẽ bị tác động.

Theo ước tính của IMF, trong giai đoạn khủng hoảng 2008, cứ mỗi 1% vốn cho vay bị các ngân hàng nước ngoài rút khỏi châu Á, các ngân hàng trong nước sẽ phải rút đi 0,6% tín dụng cấp cho các doanh nghiệp nhỏ và các nhà xuất khẩu.

Các nước châu Á có độ gắn kết lớn với châu Âu sẽ bị ảnh hưởng mạnh

Là các trung tâm tài chính, Singapore và Hong Kong là những nơi có mối gắn kết chặt chẽ nhất với các ngân hàng EU và sẽ chứng kiến sự sa thải nhân công lớn trong ngành này. Một số quốc gia khác đã có những bước đi tích cực sau khủng hoảng 2008 để giúp họ bớt bị tác động nếu tình hình xấu đi.

Sau khi chứng kiến hệ thống tài chính chao đảo và đồng nội tệ mất giá tới 50% trong cuộc khủng hoảng kinh tế toàn cầu vừa qua, Hàn Quốc giờ đây đã củng cố dự trữ ngoại hối. Hệ thống ngân hàng của nước này cũng lệ thuộc ít hơn vào các nguồn vốn ngắn hạn từ nước ngoài. Thái Lan lại chọn cách tăng lương tối thiếu và thu nhập của nông dân để bảo vệ các hộ gia đình nếu xuất khẩu sụt giảm.

Dù vậy, nhiều quốc gia châu Á khác lại không có nhiều lựa chọn như ở thời điểm 2008 và 2009. Hiện Nhật Bản đang lúng túng với mức nợ công lên tới 200% GDP cũng như không còn dư địa cho các chính sách tiền tệ sau khi lãi suất đã ở mức cực thấp. Ngân hàng trung ương nước này cũng đã tung ra nhiều chương trình mua trái phiếu lớn. Ngoài ra, Nhật Bản cũng lo ngại đồng Yên có thể tăng giá, làm cho xuất khẩu sụt giảm cùng lúc với nhu cầu từ châu Âu đối với hàng hóa nước này suy yếu.

Ấn Độ hiện cũng dễ bị ảnh hưởng hơn năm 2008 do thâm hụt tài khoản vãng lai ở mức cao hơn. Điều đó có nghĩa là hệ thống tài chính nước này cần nhiều vốn hơn từ nước ngòai để trụ vững. Một khi thị trường toàn cầu chao đảo, Ấn Độ sẽ khó có được nguồn vốn đó.

Bên cạnh đó nợ chính phủ cũng đã lên cao khiến chính quyền New Delhi gặp trở ngại trong việc triển khai các gói kích thích. NHTW nước này thì đang mắc kẹt giữa đà tăng trưởng chậm và lạm phát kéo dài, khiến việc cắt giảm lãi suất cũng khó thực hiện. Dự trự ngoại hối của Ấn Độ cũng mỏng hơn thời điểm 2008.

Với Việt Nam, quốc gia này hiện đang gặp nhiều khó khăn do kinh tế tăng trưởng chậm và lạm phát cao (dù gần đây lạm phát đã giảm tốc). Nhưng không giống như Ấn Độ, Việt Nam lệ thuộc nặng nề vào xuất khẩu sang châu Âu, vốn chiếm tới 13% GDP. Các ngân hàng nước này đang chịu gánh nặng từ việc tăng trưởng tín dụng mạnh mẽ trong năm 2009, khiến cho việc thực hiện các chương trình kích thích mới khó hiệu quả.

Trung Quốc, với dự trữ ngoại hối lớn có thể tung ra các gói kích thích mới, lại vừa khẳng định họ có thể không muốn tăng trưởng quá nhanh mà sẽ hướng tới mục tiêu phát triển bền vững. Nếu Trung Quốc không kích thích tăng trưởng, điều đó có nghĩa là các quốc gia láng giềng khó được hưởng lợi, trong đó có nhiều nước xuất khẩu hàng hóa như Australia và Malaysia.

Ðiều đáng nói là sách có tên tác giả: Hoàng Long, in logo Nhà xuất bản Trẻ, khung lưu chiểu ghi thời điểm cấp phép là tháng 7-2002, nộp lưu chiểu tháng 9-2003. Nhà xuất bản Trẻ khi nhận được thông tin đã lật lại hồ sơ giấy phép lưu trữ và phát hiện mã số giấy phép xuất bản ghi trên tập sách Phép cộng trừ phạm vi 100 thật ra là được cấp cho một bộ sách có tên khác:Học nhanh toán, gồm năm tập, thời điểm cấp cũng là tháng 7-2002. Giấy phép này thuộc loại kế hoạch B - tức được cấp cho đối tác liên kết thực hiện sách. Trong giấy phép từ mười năm trước còn ghi rõ tên đối tác liên kết là Hoàng Long - tác giả quyển sách nói trên.

Tại cuộc gặp mặt giữa NXB Trẻ và đại diện nhà sách Nguyễn Văn Cừ (thuộc Công ty Thành Nghĩa) vào sáng 8-6, thông tin về ai là người chịu trách nhiệm in ấn, lưu hành quyển sách này cũng chưa được làm rõ.

Ðặc biệt, NXB Trẻ vừa phát hiện cũng tập sách Phép cộng trừ phạm vi 100 này, đến năm 2011 đã được in với giấy phép của NXB Thanh Niên và có ghi tên công ty liên kết là Thành Nghĩa. Tuy nhiên, thông tin từ Công ty Thành Nghĩa vào chiều 8-6 là công ty này có mua bản quyền một số sách của ông Hoàng Long, riêng quyển Phép cộng trừ phạm vi 100 sẽ kiểm tra lại để xem có phải do Thành Nghĩa sản xuất hay không.

Ông Nguyễn Trường - đại diện chi nhánh NXB Thanh Niên tại TP.HCM - cho biết giấy phép của quyểnPhép cộng trừ phạm vi 100 thuộc danh sách do NXB Thanh Niên (ở Hà Nội) cấp. Tuy nhiên, ông Trường nêu khả năng trường hợp này có thể là sách in lậu.

Trong khi đó, ông Nguyễn Minh Nhựt - giám đốc NXB Trẻ - cho rằng còn một đầu mối cần phải làm rõ là bản sách năm 2002 có ghi in tại Xí nghiệp in Bến Thành. "Chúng tôi sẽ tìm hiểu cụ thể Xí nghiệp in Bến Thành đã in quyển sách này theo giấy phép nào và thông tin tiếp tục cho dư luận". Ông Nhựt cho biết việc NXB Trẻ không cấp phép cho một quyển sách có nội dung phản giáo dục, nhưng sách này khi ấn hành đã in tên, logo NXB Trẻ lên bìa sách và mạo ghi giấy phép của NXB Trẻ vào khung lưu chiểu là xâm phạm uy tín của NXB. "Nếu cần thiết, chúng tôi sẽ kêu gọi các cơ quan chức năng vào cuộc điều tra để làm rõ" - ông Nhựt khẳng định.
